Delete PlayerCondition.java (No needed)

This file did not allow me to compile the plugin, due to the fact that the line (CustomPapiImpl.allPapi.forEach(papi -> this.papiMap.put(papi, PlaceholderAPI.setPlaceholders(player, papi)));) uses "AllPapi", which is no longer exists. (In v.2.2.0 Removed from CustomPapiImpl.java)

After digging into the latest v.2.2.0 updates, I realized that this file is no longer needed.
